To sign into law a tobacco control bill which falls far short of compliance with the internationally adopted and ratified public health treaty is one thing, but to justify the action with statements that clearly indicate support for a killer product and the profit-seeking tactics of an industry over protection of Palauan’s health is quite another and a greatly disappointing action.

When will our national leaders cease from taking shameful actions in the name of lawmaking? I am referring to the tobacco control bill recently passed by the House of Delegates. Shameful enough that they purport to be doing something in the interest of protecting public health when, in fact, the action so blatantly protects the tobacco industry. The charade, to use one of President’s phrases in his referral letter of the bill, ‘frankly borders on the ridiculous and detracts from the serious and necessary aspects’ of lawmaking.

I just returned from attending the 63rd World Health Assembly in Geneva. This time I was invited to attend the Assembly as a member of a non-governmental organization called IBFAN, the International Baby Food Action Network. (The Palau delegation to the Assembly were: Ms. Maireng Joanne Sengebau, Director of Public Health and Mr. Temmy Temengil, International Affairs Officer at the Ministry of Health).
